Dehradun. On Saturday, Chief Minister Pushkar Singh Dhami authorized a direct‑bank‑transfer (DBT) of ₹18.49 crore into the accounts of 10,709 eligible construction workers covered by the Uttarakhand Building and Other Construction Workers Welfare Board.

Ensuring Comprehensive Welfare

Speaking from the Chief Minister’s residence, Dhami highlighted the pivotal role that construction labourers play in the state’s development. He instructed department heads to guarantee that beneficiaries and their families receive timely access to education, healthcare, nutrition and social‑security programmes, with full transparency.

Health Screening and Prompt Treatment

The chief minister also mandated that workers identified with medical conditions during routine health checks receive immediate care. He called for close coordination between the Labour and Health ministries so that diagnosed cases are referred to appropriate facilities without delay.

Festive‑Season Welfare Drive

With major festivals looming, Dhami urged all ministries to maximise public‑service delivery through their respective schemes. Particular emphasis was placed on children’s education, family nutrition, women’s health and workplace medical facilities.

Breakdown of the DBT Disbursement

  • 95 beneficiaries under maternity assistance
  • 177 beneficiaries under post‑death assistance
  • 2,354 beneficiaries receiving daughter‑marriage assistance
  • 8,083 beneficiaries granted education assistance

Integrated Welfare Model – Kit Distribution

Officials reported that to date the integrated welfare initiative has handed out 33,429 educational material kits, 26,674 hygiene kits and 23,216 nutrition kits, bringing the cumulative total to 83,319 kits for construction workers and their families.

Shramik Health Scheme Progress

Through the Shramik Health Scheme, a total of 20,527 health screenings and 2,32,281 diagnostic tests have been completed. The CM expressed satisfaction, noting that early detection has helped flag serious illnesses at an initial stage.

Labour Cess Collection Management System (LCCMS) Achievements

The meeting also reviewed the performance of the Labour Cess Collection Management System (LCCMS). The digital platform, which earned the SKOCH Gold Award for e‑Governance in 2025, has been recognised at the national level and featured in the Government of India’s Best Practices Compendium.

To date, 21,200 establishments have been registered online, and cess collection has risen by 47.21 %. Officials suggested that LCCMS could serve as a model for other states.

National Recognition of Uttarakhand’s Health Initiative

The Uttarakhand Shramik Health Scheme received commendation at a nationwide Building and Other Construction Workers conference in Mumbai. Delegates from West Bengal, Delhi, Madhya Pradesh and Chhattisgarh expressed interest in replicating the model.

Mobile medical units now provide on‑site health screening, consultations and referrals directly at construction sites, a feature praised for its scalability.

Future Monitoring and Inclusion

Dhami directed continuous monitoring of beneficiary coverage at the district level, emphasizing that workers in remote locations must not be excluded from any welfare scheme.

Present at the ceremony were State Advisory Contract Board Chairman Kailash Pant, Vigilance Committee Chairperson Geeta Rawat, Vice‑Chairperson Mohini Pokhariya, Board Chairman Dr. Shridhar Babu Adanki, Secretary Prakash Chandra Dumka, along with senior officials from the Labour Department and the Welfare Board.
